ive got a 96 atx contour with the 2.5 v6. im normally getting 23mpg with mostly city driving. i drive like an old lady and i figured i would get better mileage than this. the car runs just fine. is this alright or should i be doing better.

That's about what my '95 ATX did, maybe even better. You could go into the whole shebang of cleaning intakes and filters and being really careful about tire pressure and so on, but the short version is that it's a power-sapping automatic and it's not an economy car. I sold mine and got a MTX Contour. The main reason wasn't improved fuel efficiency but it sure is a nice side effect.

23 mpg sounds good for city driving. I used to get 20-23 with mixed driving in a 2.5L SVT.

ATX mileage is usually worse than MTX. I usually get 18 mpg for just city driving (with a/c). And usually 24 for highway (with A/c). I have only once achieved 29 mpg (when Contour was about one year old driving on highway without a/c on).
I drive like an old lady too. Wait! Some say I am an old lady. 
But you can usually help with a properly tuned engine. In addition, make sure tires are properly inflated (that is a big killer there) and no additional unnecessary junk is in the trunk or car.

Mine is the same as that basically. I am easy on it most of the time, shifting before 2300 or so and i get 21-23 or so city. highway is better, however. I was at 75 for 2 hours, then 63 for andother 2 hours and averaged 30-31 mpg!! I thought that was good. City and highway turns out 25 for me, and if I beat it for a while I'll get about 23 mixed. In winter I get 18-20 mixed, htese cars hate cold weather. They will start in anything(-25 is the coldest I started it in before I got a block heater), but you have no power when it is cold out. Not sure where you live, but waht you're getting is normal. Just don't try those cheap "fuel milage boosters".

i run my SVTC kinda hard and i get 23-25 city. on the highway to chicago i got 32 crusin at 80 MPH

I've had both extremes... Zetec/ATX to SVT. Both cars got about the same mileage, with the SVT netting more on the highway (80-85mph). I'm usually getting 22-24mpg city and 26-30 highway.
The lowest I've ever seen was with my Zetec down in Texas with +110�°F and who-knows-how-old spark plugs/wires. Was about 18mpg.

18-19 hill/valley/town driving.  and I have a lead foot, but a major part of it is the hills and the 300 feet change in elevation.

I'm finding that the EPA rating on the SVT is about right, 20 city and 29 highway, because everything I've gotten has been in that range.
