It appears that my late 99' CSVT needs a new fuel pump, I was pricing one out on fordpartsonline.com and they have two listed, I presume it's return and returnless but is there really any difference between the two pumps ... other then price?!
FUEL PUMP, Contour, Mystique, 2.5L, From 2/9/98 To 5/3/99 98-99 $175.00 $131.25
Includes: Fuel Sending Unit
FUEL PUMP, Contour, Mystique, 2.5L, From 5/3/99 99-00 $266.35 $199.76
Includes: Fuel Sending Unit
First price is MSRP and the second is FPO.com's price.

Yes there is a big difference! I believe you need to get returnless.

Read and search!
Focus SVT F.P. is $100. Do it yourself in 1/2 hour. Late 99's are returnless. You should see one fuel line not 2.

The top one would be the early pump (return style) and the second one would be the late one (returnless).
Another way to see which pump you should have would be to check the build date on the VIN sticker on the door.

What's the model number for the Focus SVT pump, I would like to save as much as possable. Seeing as the returnless pump is gonna cost me $310 CAN taxes in.

If I remember correctly mine was built August, so that would make it a late model CSVT, which is returnless.

Better be sure. It is very important you get them right.
