FInally got around to repair the cruise control. Printed off diagnostic procedure from Ford CD, measured resistance and voltages to actuator harness, it pointed to the clock spring in the steering wheel. Took the airbag out, wheel, and the clock spring. There are 5 leads in clock spring, and one can ohm them and check. My had one lead open. Got the clock spring from a 95 wrecked contour. Earlier clock springs look a bit different but mount and connectors are the same. Installed everything back together, and cruise now works. Clock spring is comprised of flat ribbon cable that is wound in a rotating housing, and there are no sliding contacts, leads are permanently connected. No way to fix it, probably breaks where ribbon connects to the moulded connector. Paid $5 at the wreckers. So horn function does NOT diagnose the clock spring. My horn still worked but cruise did not. Cruise buttons actually use only three wires for all of cruise controls, but outputing different resistances to ECU. Hope this helps someone with similar problems.
