We have had loads of this problem on Mondeos in the UK - It's the resister pack that controls the fan speeds.The resister gets hot and melts the plastic mounting and insulation around it. You will gradually loose one or two of the fan speeds
Stick your nose under the dash, and you should be able to home in on it !!

I noticed when my waterpump blew (non related to this issue) I couldnt get all of the fluid off of my transmission and other items deep in the enginebay.

Until it burned off, I smelled a somewhat burning/plastic melting smell too. If anything's on hot metal it'll burn and you'll smell that. Hope that's all it is
