Could someone help me out on this one. I always thought it is illegal to alter the cars emissions system. By putting on headers don't you risk a ticket for (tampering with a federal emission system) when it comes time for your emissions test?
If someone could answer this for me it would be great.

If you keep the main cat on you should be fine. It's the Pre-cats the headers eliminate but I doubt any inspector would notice or even know that the pre-cats are gone. As long as the car does not have any codes/or can pass the exhaust test, and the main cat/main cat shell are still intact you should be fine.

Correct. Just don't move to Cali and you'll be fine. Cali hates cars.

sounds about right to me. I was watching them test my 99 and I never saw the tech take a very close look for the headers
as long as you don't have codes and mil eliminators will take care of that

No, they are not legal in any sense. If you keep your main cat installed you will probably pass emission fine, I know I did. However, you will have removed your precats and that is agains the federal emissions laws. They are stated for offroad use only. This means track time only
All that being said, only california (as far as I know) will ticket you for having them. The other states only care that you pass their inspections and/or emissions tests. I say if you pass the state emissions test then no harm done.

yes, as warmonger stated, passing emissions and being legal are two completely different subjects. as long as your main cat is functioning properly and you have MIL elims (so you arent throwing a CEL), you will pass emissions fine. i would be sure to let the car fully warm up before testing just to be safe. . . .
however, if they actually inspect, you will not pass. removing cats will fail you everytime, if they actually spot it. if they dont get under your car dont worry about it, you can barely see the headers from up top and thats if you are looking for them.
if you arent in Cali (or anywhere that has super strict emmissions laws) you shouldnt have a problem.

I know people have passed smog here in CA. with headers, as stated above the main cat will do the job. I was wondering if anyone who passed with headers has the readout of the ppm readings. I think they test for CO, NOS, and of course O2 at two different speeds.

haha, wow, can you imagine actually installing them just to go to the track, then taking them off right after?? 
as far as them "actually inspecting", man, the people at my "emissions spot" are complete dolts. chirped and stalled the contour trying to pull it up, couldn't hold it at the correct RPMs when doing the test...by the time they were done I bet their brain hurt too much to even think about looking for anything.

Why collector plates? I got my 95 SE from Richmond, Ohio and it sure as hell would never pass emmisions. The guy told me he never had to take the car in. Just register the car in an area that doesn't have emmisions testing. The car had headers and a cat shell, no cats, just 2.5 all the way back. I had no idea what I was going to do in Illinois but I sold it before I ever had to test it.
