Yes, it's perfectly normal for the fan to kick on while sitting and idling. As a matter of fact, especially on a hot day, it's more likely the fan will kick on while idling in traffic because of the markedly decreased "cooling" airflow compared to driving at speed.
BTW, the PCM is programmed to turn on the fan at that temp- the only way to alter it, short of getting a remotely controlled fan, is to get a custom chip burned.
