I drilled out and threaded the 2 bottom ones so my license cover was better secured.

The reflector/license assembly is a piece of cake to remove... just remove it and you'll have a better idea of what's going on and where you can safely drill.

I've never heard of the ford solution, but that sounds like it might be your best option.

I drilled holes all the way though (all 4 holes), bought galvanized small bolts, nuts & washers. Put them in with a small drop of silicone on the inside. After that your watertight and rattle free. There is nothing that you will hit drilling all the way through.
