I know some people on here have installed SVT gagues in their '96 or '97 tours.
I got a gague cluster from a 98 SVT and got it installed in the Mistique. The problem is that the spedometer/odometer section doesn't work at all, and the ABS warning light is on all the time. Does anyone know how I get this to work? Pulling the cluster out of the Mistique is a major PIA and I'd like to have it all re-assembled for Monday and not have to take it apart again.

Are you absolutely sure this is an original 98 SVT cluster?
98.5-00 are different and will not work. They give the problem you are describing.
Pictures of it would also let me determine right away.
If it is a 98 cluster than it is probably some other incompatibility that I do not know of.

I'm not sure if it's an E0 or an E1 cluster. The part numbers on the back of it are 98BP-10C956-FD and elsewhere it says "PRESSAC 43.1448.C".
Here's a pic of it, let me know if you need any others to determine.
Edit: The search on car-parts.com was for a SVT cluster through 1/98

At first I looked at this and was like, "WHAT?!? 260 mph!! Thats sweet!!!"...
Then I realized it was in KM/H...

Ok I determined that this is actually a E1 cluster since the temperature gauge doesn't say normal on it and the parking brake light is in a different spot than the pics of an E0 cluster I found.
So I disassembled the two clusters and swapped the SVT needles and the faces to my original cluster only now I've got a bigger problem. The spedometer now doesn't work (electronics from original cluster installed in car) when the car first moves the needle jumps up to around 100KPH and then just sits there wile the car is moving, it doesn't change at all no matter how fast/slow I drive. Once I come to a stop after about a second it slowly falls back to 0.
Anyone have any ideas how to fix this?

Oh god! Why in the world would you swap the needles? 
That was totally wrong to do. It is very hard to calibrate the needles to work correctly. You need to make sure the needles are pressed down onto the metal pins just right, otherwise they do not move freely. And, you have to get them onto just the right spot otherwise you will get totally wrong readings.
And, swapping the faces was really wrong also. The needles will move to the position of your old speedometer.
So since your old speedometer does not go upto 260 kmh, theres no way the SVT gauge face on your old cluster will work right. The needle will always be in the wrong position.
So now you need to get the needles and face back onto the SVT cluster, but theres no way to calibrate it since it does not work on your car. You'll need to find a Contique that will accept the gauges to do that.

Edit: Would this cluster work? It looks like an E0 cluster.
I'll try and answer the questions as best as possible.
1. The needles do not need to be a certain weight. Either one of the needles will work. My guess is that the needles are pressed down too hard or not hard enough. This problem happened to me when I pressed mine down too hard. It was getting stuck onto the face of the gauge. Might be something wrong with your cluster though.
I don't know how you would calibrate the temp and gas needles because I have never removed them before. I have only removed the tach and speedo.
2. Get an E0 cluster. It will (should) work fine. End of story.
3. I don't know of places that would do calibration on this. It is pretty hard to get everything aligned correctly.
And yes, the cluster in the picture is an E0 cluster.
