Presonal recommendation is to go with what fits the girl. Go to a jeweler and tell them what you're thinking about and let them help guide you through with their expertise. Have a budget in mind, but be willing to step outside that if needed. Getting something your girl will like is the main thing. In our case I got her a nice solitaire and then for the wedding we got it remounted into a very nice band in lieu of going with a traditional add on ring or wrap. Bigger and more expensive doesn't mean anything, it's the idea that you picked out a single stone and band that you felt would best suit her.
As far as the engagement, I'd recommend not doing it on the weekend of her dad's party simply due to the fact not only could it steal his thunder, but also her's as well with everyone celebrating his accomplishment, her's might get a little less notice than my be warranted. There are always more oppotunities to do the actual proposal. Is there any significant dates you celebrate such as when you met, etc? If so, try that date. Another thing is that it can be construed as tacky if you try to give the ring as her birthday present. Some girls don't mind, but some take offense like you're trying to kill two birds with one stone figurateively speaking.

You buy the engagement ring and then slap on the wedding "band" at the actual taking of the vows. You dont buy two seperate rings. The engagement one is the one that counts!

I'm a retard... I never knew that... I always thought there was two seperate rings. So, let be get this straight... there is a wedding band (Just a band?), and then you have the one with the stone in it?

The wedding band is either just a band or a lightly-gemmed ring with a few embedded diamonds in the band. It's generally not very "blingy".
Some women just lock their wedding band up and the engagement ring is what they wear everyday.

Lol thats ok. I didnt know much about them either until I started shopping for them.
Yeah you buy the enagement right. The engagement ring is the one with the big stone in the middle (unless yer cheap or your girl has small hands if yer lucky). She wears that forever and when you get married you add on the wedding band which just has some small "bagettes" (or small diamonds) around it.
Some people dont get a wedding band and just use the engagement ring for the whole marriage. It's all your preferance really.
But you only have to buy one "ring". You can buy a band if you so desire.

I see two routes... either case, pick a place with a great exchange policy. I like Shane Co myself for jewelry purchases. The prices were good, and I was treated wonderfully. Their unconditional lifetime guarantee is great too. Be careful of lifetime guarantees with requirements... if you miss a cleaning by a day, they can void it.
That said...
1) Pick out a plain solitaire ring for the surprise. Then go shopping after the fact so she can pick the ring of her dreams.
2) If you think you can peg what she wants, then go for it. I agree that the quality of the gem is more important than the size. Go for something unique. NO woman wants to see her ring on another woman.
