I've never seen the PCM tell the secondaries to open while your car is in the driveway, shut off... so, yeah.. KEOR would be required, and the throttle held above the secondary opening point while checking for voltage...

My IMRC had not failed completely but would work intermittantly.
I reflowed all of the solder joints to the motor and connector (connector disconnected first) and lubed the gears. It has been working fine since. It's worth a try for a cheap fix.
