you can only shift out of park with the key to the on positon and the brake pushed in. and u can only take out the keys when it is in park. if you need to move it with out pushing on the brake you can manual do it by inserting a slot screwdriver into the consul on the passenger side(u will see a small opening along the carpet)but u still need the keys in teh ignition to move it. unless your ignition is loose like mine and i can take them out while the car is runing

There is a Solenoid that is supposed to prevent you from doing this. It's probly broken, but if you try hard enough, you can force it out anyway (did this on my old 96 GL... whoops ).

The solenoid on my old Accord broke not too long before I junked it... I had to use the mechanical bypass to shift out of park.

Not all cars do this... My old Grand Prix and Monte SS had a mechanical ignition interlock (both floor shift), while my old Tercel had no interlock at all.

The previous owner may have done what I did. Removed the solenoid to get rid of the dumbie proofing.
I've always by habit put the brake on before the shifting out of park. I also had gotten use to moving my other cars around in the garage without starting ,just put it into neutral and push it out of the way. Beside ever get in a trafiic jam that solenoid clicking/thonking every time you touch the brake. Whoever came up with the mounting position for the solenoid was thinking I bet if put there, it will resonate like a bass drum?
It's a personel thing, just like all those blade brakes& etc on lawn mowers just gets in the way and makes for a bigger saftey issue!
