Yup, I'm serious ... coming home from work today I happened upon a mid-90s Civic sedan. Every time he braked, the two taillights would like up solid as normal, but the third blinked at a steady rate (much like turn signals)!
Is this some new trend I don't know about? It looked really unique (and functional, I wouldn't mind it being a legal standard) ... pretty cool for the moment, unless it would become the next ricer mod.
I wish I had my camera, I wanted to take a movie of it...

I think it's something civics can buy. I seen one around here with. Personally I think it's annoying. I can see your brake lights without them blinking. If someone can't see them, they shouldn't be driving anyways, and will probably just run through the next red lite, crash and die, and then you don't have to worry about having the blinking light just for some blind person that shouldn't be driving. IMHO.

Seems like every Toyota here in Las Vegas has this "feature." I'm not sure if it's a local dealer add-on or factory installation.
I also find it quite annoying and if I ever buy a car here in Vegas I'll make sure it doesn't have the blinking third brake light.

It's not a "ricer" mod. A lot ....well I shouldn't say that....more like many, people have flashing third brake lamps as a safety feature....I believe there's kits for this mod out there, or if you're knowledgeable enough you can do it on your own. There's even some PCB LED replacements for 1157 type bulbs for regular (side) stop lamps where you can program them to flash a few times fast upon braking. The blinking light catches your eye better.

One creative thing i've seen with third brake lights are that they are "sequential", meaning that it starts with a bar in the middle [----xxxx----], but the harder you press the brakes the wider the LED bar expands [--xxxxxx--] or [xxxxxxxx] under full pressure, I think it's a good idea and could really help with safety.

EXACTLY!!!
Nothing new, ricer, or civic about it.
A blinking 3rd or even all brake lights ability has been around for countless years. Well over a decade any way.

Interesting ... I'd never seen it before today. It's definitely not common in this area, I can tell you that Reason I supposed 'ricer mod' was because the car had new plates (often signifying new owner/driver, rather than the green plates old fogies round here have), a fart can and four teens in it

The only car I've seen with it here is also a lil ricer car. I think most people know that blinking light is annoying. Being a ricer usually means being annoying, so that's why they like it.
