misfire, or bucking? bucking is common when the lower sock of the fuel pump becomes clogged, and thereby eliminates a passage for fuel, once the upper sock is above the fuel level.
Look in to replacing the fuel pump, or just keep the fuel above 1/4 tank..

A car won't misfire only under 1/4 tank.. maybe under 1/4 throttle, but in this case the poster re-iterized the fact that bucking would be a closer match, and a dirty lower fuel sock is the most likely culprit..
