Is a CEL 430 code always an indicator of a bad O2 sensor? And if it is, is it the upper sensor?

O-k..went thru...did a search...and read a years worth of 430 posts in the Trouble-shooting forumn.
My plan is:
Install new upper O2 sensors Gut the pre-cats Install MIL eliminators in the lower O2 sensors
Question: Does the 430 cause your PCM o jump into limp mode? Do all CELs cause the PCM to jump inot limp mode?

Yes, all MIL's trigger the limp, 50 Cent style.  It'll puel fuel to prevent excessive emissions, as a consequence you'll drop power and tq.
