Ok, the timing belt is rather new and no chips or cracks in it, but while the engine runs the belt flaps up and hits the plastic covering. Is this bad, common, or just really not much a worry?

when you had the belt replaced... did they do 2 new tensioners on the timing belt? Because if that wasnt done, chances are the tensioners arent any good if the belt is moving that easily upon idle... thats what happened when my belt went out, the tensioners were done for.

It's very common, especially when the engine is cold, and probably doesn't hurt anything. It's annoying when the engine first starts up, but usually goes away after a couple of minutes. If it doesn't go away, you may have problems. You can shim the cover, to raise it a little, and stop some of the noise.
