if the lugs are off...just jar it a little with your fist...or your foot. sometimes the rims are just stuck on a little. just make sure the car is jacked properly when you do the banging.

Is it a steel wheel or an alloy? Some rust may have formed, and isn't allowing it to release.
If all 4 lugs are off, hit it harder (a few really firm kicks to the tire sidewall should do it; check that jack first!).
You could also try some penetrating oil by each lug, but don't let it get on a braking surface or pad/shoe.
If there's enough rust to hold the wheel on, I hope you don't need much brake work; probably more rust jamming things together in there.

You could also try this method if all else fails.
Put all the lugs back on hand tight. Lower the jack, and slowly drive the car back and forth a few times to break it free.

Ahh yes i remember when this happened to me. NOTHING and i mean nothing would get those wheels off!!! I finally got success when i hand tightened the lug nuts and then dropped the jack and it broke the tires loose!

Hah, just try removing your rotors to have them resurfaced...I had to take a propane blow torch (minding the brake lines) and head that sucker up until the rust heated away!

Use a plastic mallet and bang the crap out of it from behind as the wheel is rotating. The plastic won't harm your rims or anything, and the wheel will eventually pop off. I think the vibration of repeatedly hitting the wheel as its moving helps a lot. Works for me at least.

damn people, don't you ever rotate your tires? they shouldn't be fused on by rust THAT badly if you take them off at least every few months. maintenance on my car seems to have me taking the tires off every so often for one reason or another, but geez, I can't imagine how long that took to make a blowtorch necessary.
