OK I cant seem to get past the OBD2 testing at the local E-Check here, as soon as they do it, it comes up as Catalyst Reject, I have fixed the part, waited for the CEl light to clear, drove it about 3 weeks and put on about 300 miles. I have read the Ford driving cycle page, and did the one that refered to Catalyst....Why am I not clearing this problem?? My temp tage expire on the 15th and I need it fixed by then. Any suggestions??

Doing so will start the OBDII cycles all over again. You should find out exactly what is failing, perhaps they fixed the wrong thing? In NY all of the OBDII tests must be complete before you can get smoged. If they are not you wont pass, so clearing the codes or resetting the PCM before a test wont help. You might have the same tests in your state.

So then what is happing is when you go to the inspection station they hook up your car to the scanner and tell you the cat failed? If so, you need to scan it yourself or find out exactly what cat. I would go out on a limb and say it is the bank 1 pre cat but I see you have headers. Are your MIL eliminators working correctly? Or is your main cat bad (this would only show up on a smog test not an OBDII scan). Get it scanned and let us know.

My friend knows a guy at the local emmissions station that will "pass" it for $100.

Just an idea, but have you tried removing the superchip and then getting it tested.
Not sure, but I know when doing a diagnostic scan with my diablo chip on, I do get this code.

P0605 Powertrain Control Module (PCM) - Read Only Memory (ROM) test error

I have tested everytime with the chip out. And the cat is fine, as soon as he plugs in the OBD scanner into the port it cycles through DTC's and then reports Catalyst Failure....Still searching for a fix or better understanding!!!

The cats that are tested by the OBDII are the pre cats. The main cat is tested with the sniffer. Since you do not have pre cats then you must have mil eliminators and one, or both are not working. The PCM must complete all tests (without your chip) and get good downstream O2 data in order to pass the scan.
