You're positive you're using the right grits of sandpaper and the purposeful Clear Plastic polish/wax? Another quick, temporary fix is to spray some Wet Tire polish on the headlight, but it's definitely not permanent.

When I originally sanded my headlights..I'll tell you the truth it didn't seem to work.
The results will happen all at once. I Wet sanded them using my electric sander w/ 1500 grit sandpaper. It took 30 minutes per headlight. You'll know that you need to keep going if when you dry it off it hazes up immediately. What you should do is either switch to a 2000 grit paper or continue to sand with the 1500. After a LONG LONG time, the results will show up. I didn't have wax and my dads experimenting with tire shine(meguiars) on the headlight produced a pretty much factory-new headlight. It lasted for about 1 month. By then though I already had my plastic wax so I was fine.

The moral of the story is keep sanding.

This is exactly what Im doing right now. Its funny to find a post about this. Its a little different from what everyone here is doing or did. Im sanding my headlights to remove all those tiny spider web cracks off my headlight. So far I have removed 90% of it. It looks so much better. I went though 4-5 different sandpaper grades to remove these tiny cracks. They were 150-400-600-800-1000/2000 sandpaper grades. Took me several hours to do this. I did use an electric sander, however, it leaves some nasty tiny circles behind. Its best to do it by hand. At the same time Im also painting them black inside. Ill post photos as soon as Im done if y'all like.
