You pretty much have to be Bill Ford to get stuff done like that, and it still won't be done in the factory, it will get farmed out to one of the engineering shops, just like prototypes do.
And yes, SVT did build ONE Expedition (the old body style) and called it Thunder, it was featured in a couple magazines, and was proposed for production but was quickly nixed by upper management, presumably because of market pressures at the time.
I have driven this "Truck" a couple of times, and though I'm not an SUV type of guy, it was very very impressive. It had a lightning powertrain, some lightning body bits, whells, and a suspension tuned for the additional weight and balance of the Expedition. It was great fun, and can still be seen tooling around Dearborn on occasion.
