So we know that these cars run rich from the factory, which is probably why the O2s, pre-cats, and main cat go bad prematurely.
When my pre-cat died, I decided to just install MIL eliminators. I passed emissions inspection shortly afterward.
I'm due again for emissions testing, and I'm worried because of the strong smell of gasoline, especially when I start the car. I can smell it from the driver's seat coming from the tail pipe, which is looking sooty. I've been getting 24 mpg with 50% city driving and 50% highway.
Any suggestions for leaning out the air/fuel mixture? I haven't had a CEL since installing the MIL eliminators last Spring. I now have 83K on the car.
EDIT: Would getting more air through the intake help the mixture or would the computer simply add even more fuel? If there isn't a mechanical way to fix this, then I suppose I will have to get a programmable MAF or SAFC.

The MIL eliminators have nothing to do with A/F ratios.
Before assuming that there is an A/F ratio problem, perform diagnostics with an A/F meter to verify and quantify any problem which may (or may not) exist.

I assume that the MIL eliminators were installed on the DOWNSTREAM oxygen sensors, not the UPSTREAM oxygen sensors.

yes, i installed them in the downstream sensors, between the pre-cats and the main cat.
the upstream sensors impact the fuel trim tables. the downstream describe pre-cat efficiency, right?
so how come my car got richer after installing MIL eliminators? could it be that it's always been rich but the fuel used to burn up in the pre-cat but now is advancing further down the exhaust system? hmmmmmmmmmmm

That is correct.

That's as good a guess as any.
Only way to know for certain is to install an A/F guage.

What happens to a cat if it's left on after it goes bad? Does the material break up and travel down the exhaust, or does it become more clogged? Just wondering because a clogged exhaust could cause all sorts of problems.

The only way to get an accurate reading on a A/F guage, is to install a seperate wide band O2 sensor.
If you install a A/F guage and splicing into your exsisting O2 sensors, you not going to get an acurate reading because the o2 snesors in the car are not designed to give thoes readings.
Also, your taping into the o2 sensors voltage and you may cause the O2 sensor to not give acurate readings to the PCM,because your taping into there voltage to get the reading to the A/f...so the voltage is being split 2 diffrent ways.
