do I use a pickle fork to hold the inner rod than use another one to trun the outer one?

Never - you'll destroy the boot!

You loosen the nut until the nut runs down enough to cover the end of the stud, then with a hammer hit the SIDE of the knuckle, adjacent to the tie-rod stud a few times, HARD! IF the tie-rod doesn't pop out, then you can tap the NUT slightly, upwards, after performing the previous step. DON"T HIT THE BARE STUD YOU'LL FUGG UP THE END AND THE THREADS.

If THE PREVIOUS STEPS fail, insert a small center punch into the hole in the end of the stud AND HIT UPWARDS ON THE CENTER PUNCH.

Pickle forks should NEVER be used unless you intend to replace the balljoint you are trying to remove as they almost ALWAYS destroy the boot.
