Yes, it's a complete conversion. '95 ATX.

IT IS NOT A CONVERSION!
That is a factory built SHO wagon (last real SHO wagon in existance, IIRC) which is owned by the Ford Motor Company and used regularly at the Detroit Proving Grounds.
