Trouble with CA smog on my 98 SVT

I am having trouble smogging my 98 SVT so that I can drive it in the state of CA.

1. I was failed mid June "visual inspection" -- a cracked hose. The hose (which I still have) is an approx 6 to 8 inch shaped hose that makes two 90 degree bends and emerges from undeneath that plastic cover that covers the front cylinder head and fits around the oil cap connecting to the accordion intake duct. Emission numbers were OK. While messing with the hose, I triggered the CEL see below.

2. I replaced hose with appropriately sized fuel line tubing since the local Ford dealers did not have the part "Contour is an obsolete model". (Duh). I had been driving around with a CEL (0401), not knowing that the CEL would make me fail smog. Which happened yesterday. I wish they'd tell you that kind of thing before you tested. On this failed run my hydrocarbon (HC) count was pretty high, right at the limit. I am thinking this means I need new plugs...?

(I wonder if there are kits to replace for instance all the tubing and ducts for the intake equipment or all of the wire harnesses whose coatings flake off due to the heat (which I've had to electrical tape up to keep from shorting, which doesn't look all that great))

3. Cleared the CEL, and after driving 10 miles or so, it did not come back on. Debating whether to attempt smog immediately again, or address the high HC with a general tune up (new plugs at a minimum). Any advice for getting the engine to run clean?

4. I have an aftermarket K&N intake on the car. I don't think that would make it run less clean. Another thing about this car is that the speedometer does not work. It reads about 20 mph too high. Every now and then, it just quits. No problem with the tachometer. I am wondering if the non-working speedometer might influence the computer to run too rich or something?

Sorry to rant about so many topics. Love the advice on this site, however.

Some thoughts for you -

1 - you can get Samco silicone hose kits to replace most all hoses; but they are fairly expensive and may take time to manufacture, if not in stock. http://www.samcosport.com/usa/car_kits.asp?make=Ford

2 - The speedo issue is likely to be the speedo sensor/sending unit on the trans. wiring there with flaking insulation... Could also be in the speedo unit itself. More has been written on this in the other forum sections.

3 - wiring harness insulation flaking. Search around and you should see one of our other members who re-manufactures a later harness to work with the earlier 1998 cars with good success. Occasionally you can find a Ford recall harness. Just not very often. In fact there is a Group Buy on the conversion harness now: http://www.contour.org/ceg-vb/showthread.php?82928-E1-to-E0-harness-conversions

Good luck in your efforts.

Take a few minutes and look up your state emissions information. Here in CT if the CEL is on its an automatic failure.

As for the P0401 there is plenty of information on that. You either need a new DPFE sensor or to clean the EGR passageways behind the throttle body. I don't recall which one is which (P0402 is the other code) at the moment.

To pass emissions you need to make sure all the readiness monitors/self tests are complete. Again check your state rules as you might be able to pass with out all self-tests completed.

New wiring is a good idea.

So I have a new EGR sensor, but now I've got that familiar problem: OBD tests that haven't run and are in no hurry to (hence my smog shop is in no hurry to retest me).

My question is: Would not having a working speedometer affect the running of OBD tests?

Side note, my speedo failed years ago and I've just punted on that one (I started a thread here years ago and never isolated the problem).

Love my car, but damn people that can keep everything running right should get some sort of award.

Note: OBDII cars have a speed function that can be read with any "live data" reading scanner. If you have one of these connected you can determine if it is before the computer or after in the wiring to or in the dash.

I'm not sure, but I think it is the same as the 3rd gen Taurus. I believe they choose to use one of the front ABS sensors to determine the speed. Do you have ABS issues?

Am I right, or is it different with the Contours?

EDIT: Nevermind, there is a VSS on the trans! I learned me sumfin.
