I found a good rebuildable(inspected) 2003 3.0 block for $170 shipped.
Is that good?

Not sure of mileage though but regardless it will most likely ship to my machinist not me. :)

Also,
Say I wanted .030 over pistons! Do the sleeves need replacing or can the ones in be machined. If they're in fact in good condition!? Can we get new or undersized sleeves?

Pretty sure re-sleeving would be very very expensive. Not sure what your end goal is for the build.
 
What's that thing shipped on a camel? Shipping an engine via freight costs more than $150. They must really not want that motor. lol

Just get a low mileage 04-05 3L and drop it in. If you are going to do some turbo monster build then swap in some aftermarket internals. I'd still go with a low mileage block though so you have a good starting point.

I think the point Blackcoog was trying to make is that you get what you pay for. If the engine doesn't cost much more than the price of shipping, what sort of shape must it be in?
