Overflow Hoses?

There are two hoses coming off the front of the coolant tank. One goes to the radiator, and the other one is plugged. When I pulled my headlights out to restore them, I found the plugged one was just tucked into the headlight cavity. Where does this actually bolt to?
 
One goes to the radiator and the other is suppose to run across the engine bay and connect into the upper radiator hose.
 
Those hoses are to vent air out of the high points in the cooling system. They're terribly useful, as you don't need to manually burp these cooling systems and they're very easy to cold fill by simply pouring coolant into the reservoir. The disconnected hose runs across to the main upper hose-mess just under the throttle body, it's all molded one piece hose, so you'll probably find another plugged hose over there as well.
