Is this the DPFE? *photo*

That is the EVR.

It controls the EGR valve.

The DPFE is mounted to the back of the left (rear) head, look below the EGR valve.
 
I forgot to ask, but is there another name for this besides "EGR vacuum regulator?" I've looked at www.autozone.com and a couple others and the closest I've found was "EGR vacuum modulator" and "EGR vacuum solenoid."

I have a code P0401 and was told to change the DPFE but I'm guessing that having a melted EVR isn't helping much either.

code P0401 means that more then likely the egr passages behind the tb are junked up and need to be cleaned ... the DPFE would need to be replaced if you are getting a P0402 ... I would remove and clean the tb and passages first since that is only a few dollars for the gasket over the about $60 for the dpfe ...
