I can't believe what I found!

Last week my brother gave me a 1995 Contour 165,000 miles- 24vdohc- engine runs great but it had been in an accident- Passenger side is in horrible shape (needs front fender, front door and rear bumper) So I've driving around looking at tow lots and junkyards seeing if I could find a parts car. At a car dealership I'm looking at the wrecks- and out of the corner of my eye I see a Contour parked in the very back section of the used car lot- I take a closer look- This thing is in pristine condition 16,500 ORIGINAL MILES- 1995 GL. The interior looks like its never been sat in. I think I'm going back and make a lowball offer- and forget about restoring the other car.

That's pretty low mileage, although back when I was looking for a low mileage SVT, I came across a thread where a guy came here to see what the value of his dad's 95-96 se with only 2-3K miles was worth. Once people gave him an idea I think he just decided to keep it.
 
What do you think a fair price would be-

Edmunds and KBB say between 1700 to 2200?
What should I offer- and what should my upper limit be? I realize the GL is not a preferred model- but it is a nice car.
And you think they will give me anything for my damaged Contour w 162,000 miles? I might have a parts car on my hands soon!

Nice find. maybe look into the valve cover, might be ugly with that low of miles and a good bargaining tool.

Read what I wrote and you might get a better deal.
I bought a pristine 9700 mile '97 SHO last year and when I had the cams welded it looked alot worse than 9700 miles.
Basically a car with that low of miles may not necessarily be great on the engine.

I finally had a chance to visit the dealership yeaterday. A salesman said it was in the back because it had probally been sold- maybe to one of those 'buy here-pay here' lots. He said I could check with the sales manager but he wasn't in. Today I went back and spoke to the sales manager- he said the car had a blown head gasket and was sludged up really bad, he also said it had a speedometer issue- real milage was more like 45000. He said it was sold to someone out of state- he wouldn't give up the name. Who should I believe? Maybe he doesn't want me to get a sale at a competitor- or maybe they don't want to risk their reputation and sell troubled cars?

I ran car dealerships in the past and they don't want the legal headache of unknown miles and engine problems.

They sell these to used car dealers who either part them out or sell them to mexican dealers who don't have such strict odometer laws.
