im rather very quite convined now that this is why my cruise control and horn dont work - how hard is it for the everyday mechanic to change this part?

ive done a few steering wheel/column jobs - but that was back in the day when having an airbag in the car meant that your mother in law was in thr front seat...

who can helpme out or point me i nthe right direction?

It is not a hard thing to do, should take about 20 min. The most important thing is to disconnect the battery and wait about 10 min for the reserve power to the air bag to drain off. You can remove the steering column covers and disconnect the other wiring. AB stuff is yellow w/ brown connectors.

All you need is a #2 phillips, 30 torx (IIRC), and a 15mm socket w/ short extention. Since you will be replacing it don't be concerned if you happen to break off one of the locking tabs on the clock spring when you take it off.

I bought a clock springs years and and I've been too lazy to install it... lol Should probably do that soon...
