1999 ford contour SVT - Fuel Pressure low

Problem
As I stop to a light it sometimes dies or jumpy idle. More in cold weather. Chronic for years

Diagnosis

My fuel pressure reads at 30 psi barely. Shoudl be at least 40 psi.
Replaced fuel pump (very dirty) and fuel filter. A liitle better but not solved completely.

There is what I think is a pressure fuel regulator to the right of where I measure the pressure(nipple). I had the ford parts guy look at it and he can't find the part on his computer. It has an electrical connector and a vacumn hose connected to it. I f I remove vacumn hose while car is running car shuts down immediatley.

So you have the fuel in the tank goes to fuel filter then to what I think is the pressure regulator(under teh hood) then past where I measure the fuel pressure(nipple) and then into the engine. What is this part and where can I fiind it.
 
I figured out that the part I thought was the fuel presure regulator is the fuel pressure regulator. I removed the vacumn line from the regulaor while testing fuel pressure it was at 30 psi and when vacumn line was removed from the regulator it shot up to 40 psi. Apparently this indicate the fuel pressue regualtor is working. Previous thread says when vacumn line pulled car shut off. I had previosly pulled the wrongvacumn line. I still have to figure out why fuel pressure is low. Will test fuel pressure at fuel filter to isolate. Will also check for vacumn leak.

Low Fuel Pressure Problem barely 30 psi should be well above that.

Tested fuel pressure at fuel filter which is righ after fuel pump under car. It was 40 psi which means the low pressure is further down the line. Remember pressure was 30 psi at the schrader valve inside engine. I then speculated the low pressure is somwhere after fuel filter and before schrader valve(where I measure pressure inside engine). I though it could be a partially clogged fuel dampner or fuel pressure regulator. Just as a double check I again measured the pressure at the schrader valve before investigating and to my surprise it was well over 42 psi. Huh? Maybe something unclogged in the process of working on it.

Will reset lean bank codes and see if they return.
 
Lean codes are still there but car does not die when I come to a stop as before. The fuel pressure is at 40 psi but a little jumpy . I think fuel press reg. must be changed but Ford and all the autoparts stores can'y find the part , not even on a schematic and after showing them the pictures. Enclosed are the pictures in engine, under th throttle body along the fuel line as it enter the injectors.
 
I believe the pressure regulator (Motorcraft) part number is F73E-9C968-AA .... I'd go to another Ford store.
This is not a dealer-only product, there are a couple of mfg's, pricing should be under $45. Hope this helps.

My local O'Reilly's will let you borrow (with Credit Card) a removal kit to get the fuel lines removed. I believe the tool needed looks like a letter X, kind of tweezer looking.
