Pulling codes??

For some odd reason my CEL doesnt work ever , so i was going to try to pull the codes with a test light (found a how-to somewhere a while ago) but i want a more reliable way to do it , so i searched and found this :::

Would this work on my 95 SE???
And what could cause my CEL not to work?? :shrug:

if the light doesnt come on, even when you turn the key to the run position, but the car starts and runs just fine, then the bulb is probably blown.

Heh, ive swapped out 3 clusters and none of them worked.. It starts and runs fine but it does spit and sputter and tad while accelerating untill the RPMs get higher...
