I was advised previously to try moderndino fan fix, or to fix the fan relay. I went to Ford part and they told me to buy both relay and resistor.

Then I could not figure out where they both are.

I also started suspecting that the water pump may be weak: infact, when I turn the defroster (which turns the fan on) the water temperature drops to normal, but when I get in the garage the engine seems overheating anyway: if I pull out the engine oil test stick, a little cloud of burned oil comes out of there.

Any suggestions as to what can be going on?

Where are the resistor and relay respectively to try to fix the fan that does not turn on at low speed?
 
The resistor for the heater is located by the passenger side floor board. Its right at where the carpet ends at the fire wall behind the console. At least thats where mine is.

The relay is located in the power distribution box under the hood, driver's side near the airbox. It's green I think. Pull it out, then use a wire to jumper between the proper sockets of where you pulled the relay out of. Don't remember offhand which #s to jump but it's probably in the thread Tony linked to.

If the fan turns on low speed when you have the relay jumpered, that means your resistor is functional. Try replacing the relay. If it doesn't, check the resistor.

The resistor is mounted on the cooling fan housing (99SE note we are talking about the cooling fan resistor not the heater), toward the driver side, facing the firewall. There is an electrical connector going right into it. It's shaped like a spring and is mounted inside a little cage and it gets a lot of road spray, mounted down there, mine was rusted through. If that happens, you get no current to your low speed fan. High speed still can work because the current does not go through the resistor when the high speed fan is running.

If your resistor is shot, it is possible, but a pain, to replace it without removing the cooling fan. Search the archive forums for a post by me describing how I did it. Good luck.
