Am I going 25 or 30? or even 20??

1995's were the only cars that had cable driven speedos. I'm guessing the cable is shot or in need of some lubrication via dry graphite.

Oh yes, I forgot about that... OP, look on your "tripometer" at the right most (tenth miles) number... If it is white with a black number than you have the electronic driven speedometer, but if it is black with an orange number than you have a cable driven speedometer like Todras mentioned...
 
Yes, i do have a cable driven speedo and an mtx. what would it take to lubricate the cable?
Don't be surprised if you find the cable connector broken at the firewall side or the intermediate cable side (the one from the firewall to the cable from the tranny).
 
DON'T DRIVE IT WITH THE JUMPY SPEEDOMETER!!!!!!!!!!!!!!!!!!!!!!!!!!!

I DID AND THE FRICTION OF THE BAD CABLE WHICH CAUSES THE JUMPY SPEEDOMETER BROKE THE BROWN GEAR INSIDE THE VSS AND CAUSED ME A LOT OF WORK. ALSO IF THE VSS BREAKS IT CAN HURT THE TRANSMISSION

AS SAID ABOVE THERE IS PROBABLY A FRAYED/BROKEN CABLE UP NEAR THE SPEEDOMETER DISCONNECT. REPLACE THE CABLE. I SQUIRTED A LOT OF MOLY GREASE INSIDE MY NEW CABLE.

My VSS broke couple years ago while driving at 55mph on interstate and Ouch it wasn't fun. Speedo stop immediately and the auto tranny went into fail safe mode. If I am not mistaken only first 3 gears were avilable and shifting was very hard. However, the car was driving and I got home safely. The next day at the shop, tech diagnosed it as bad VSS and the fix was very straight forward. I guess everything(labor + part) cost me under 100 bucks, and I drove off. If it happens again, I can do it on my own.

However, before VSS went out, it didn't give me any sign like speedo jumping etc. And although my car is 95 contour, I have electronic speedo.
 
Yes isskoos you have a later '95, I have one built in '94 with a mechanical cable from the top of the VSS to another cable coming out of the firewall near the brake booster.

Incidently, I believe the clip near or on the booster that secures the speedometer cable is one reason the cable frayed and broke (and subsequently broke the VSS). The clip distorts the natural curve of the cable and forces excess friction at a concentrated point.

When I replaced my cable I just let it go where it wanted.

IF THE GUY WITH THE BOUNCY SPEEDOMETER WANTS TO KEEP DRIVING, PLEASE DISCONNECT THE MECHANICAL CABLE AT THE TOP OF THE VSS. This way the VSS should still put out its signal to the transmission, but of course the speedometer won't work.
