Both of my rear power windows refuse to go down, either from the master [driver's] switch or the local door switches. Any suggestions?

Unlock them via the master switch.

Im not a total retard...I have tried unlocking the master switch without success. Could the lock be bad on the master switch? Which fuses would be at issue?
