Overheating problems

alright local guys i need some help.

my car is overheating because the fans will not turn on.
On saturday i was driving my car for about 40mins and then i noticed i was approaching the H zone, i turned the car off and coasted. I waited a few and started it and poped the hood and the fans weren't spinning. So i turned the a/c back on and no fan either.

While driving home the a/c was off and the temp kinda went back down to normal temp but then would slightly rise a little and settle, by time i got home though it was back up close to the H.

I searched the forums, and was told to jump the fans to see if they work, and they work just fine, both low & high fans.

Then i used a 9v battery to test the relays and they both click fine.

I bought a new ECT sensor and installed it and still the fans don't spin. Unplugged the ect sensor to get the fans to run all the time and they don't even run.

While during this the car idled for 20mins and it never got warm, but when i touched the upper and lower radiator hoses they where incredibly hot to touch. So i just turned the car off and left it at my house and came back to work.

So help me guys, what do i need to replace? I don't think it's the waterpump because when i turn the heater on it's super hot air. I mean should i replace the tstat? Which i'm sure i need to I don't see that really solving my problem, as I need to get the fans to come on like they are supposed to.

Anybody local have this problem before and fix it? Or just know alot about cooling systems that is sorta close to me?

While I can't pay you much I'll pay you for your time if your able to drive to me and get it fixed. I'll go buy whatever you need to fix it.

Did you look for the fuse for that circuit? This problem sounds somewhat familiar. I can't remember. Also, check to see if power is being sent through the wiring harness.
 
Since you have the 00 hope you have the manual b/c your battery fuse box is different than pre 99's. My 99 Ford cd doesn't show the proper one either, but it sure sounds like the fuse. There can also be a hot spot where the coolant turns to steam and the cooolant flashes as it enters the area. This provides no cooling and a very hot area in the system which can result in damage. The water pump may not be functioning. The t-stat may not be working, but my bet is with power to the fans via a fuse at worse a shorted wire. Look in the owners manual for fuse layout in the BJB. Make sure there is power there and work toward the fans.

I'd be glad to come help if you were closer to PDX.

alright, well i dont' have the manual.
i tested the relays and jumped the fans and all works. So there is an actual fuse for the fans besides the relay?
