passing emmisions test

Would a gutted rear pre-cat ( the one closest to firewall ) cause car to fail test?

Items I have done.

replaced plugs - dealer
replaced -engine oil, filter
replaced -pcv valve
cleaned throttle body port to egr - ( was plugged solid )
replaced main cat - installed a universal cat converter
replaced - o2 sensor closests to firewall ( dam moron who decided it goes there )

Anything else I should look at ?

Im worried about the precat....its empty and looks like a PITA job to replace

not sure as it can very depending on how well the car is kept up but I have heard of people passsing emmisions with gutted pre-cats as long as the main cat is in tack and working
 
If the main cat is in good condition you should be able to pass. The so called "hi flow" or "hi performance" main cats may not be satisfactory though. So called "OBD II" cats are made with the right stuff and a fresh one should pass with no trouble as long as the engine is running well.
 
Thanks, well I did pass the E-Test with a new universal cat I had welded in.
The old one was broken up. The limit on the test was 450 I believe and I passed by at 424, but a pass is a pass....so it just goes to show you that yes you guys are right..it will pass with gutted cats.
