coolant reservoir

The other day i was adding coolant, and i noticed a tube going off the back of the reservoir that was cut, the two other hoses in the front are fine. I just wanted to know if thats supposed to be like that. i will get some pix ASAP.

the hose that comes off at the cap is suppose to be about 3 inches long, its for overflow ...
