help car not even turning over

help i have a 98 4 cyl and it will not turnover this has happened twice now the first time was 2 days ago i thought i left the lights on but i did not the battary is fine the lights are strong and do not dim when i try to start it . the first time a friend tried to put a charger on the car as soon as he hooked it up i tried to crank it and nothing the car will not even try to crank i adjusted the steering colum and tried once more and it cranked . well today im at wal-mart getting ready to leave and the same thing but this time after moving the colum and putting jumper cables on it still nothing . so what i need to know is there something like a senser that would cause it to do this or just a short . i tried to wiggle the wires under the dash but it did not do anything. please help i dont want to leave my baby alone long at wal-mart.
 
Try resetting the PCM by disconnecting the battery for 1 minute. Sometimes this helps if it is a PATS problem. If not, you could be looking at an ignition or starter problem If the battery terminals are corroded, clean it with baking soda solution, then retighten.
 
i have looked at the wiring in the column and see no problem . i got the car home . all i did was pull a little on the hot wire going to the starter and it started . so when i got home i thought it was a little lose so i crawled up under the car and tightened up the 2 wires going to the starter and thought that would be it but no . i then tried to start it and once again nothing . so i go back under the car and see this little what looks to be a wire going from the starter to the selinoid right above it. but the wire is only less than a inch long. but i move it over a little and it started and has ever since . so what is this little short wire .

LOL. Solenoid power to starter?
 
so do i need to replace the whole thing or does it come like the older cars 2 difrent peices or does the starter come with a solenoid already on it . thanks for all the help.
