Car wont start???

I bought a 96 contour.The guy i bought it from said the serpintine belt snapped.There doesnt seem to be any water in the oil.Or anything coming out of the exhaust while im trying to start it.
Altho there is some water in the head.Appears to be condensation tho.It isnt mixed with any oil.So It got there while the car wasnt running.
It has the 2.0 16valve dohc engine.
Its wants to start.It almost starts but not quite(spelling?)
I was thinking timing.But that looks to be in order.I wonder why ford didnt just put timing marks on the camshaft pullys?
While im cranking it over there is smoke coming out of the dipstick tube.(poor crank case ventilation maybe?)Exhaust doesnt seem to be pluged
Engine doesnt seem to be rotatin abnormaly fst so i dont think the rings or bearings are wiped out.
Any ideas of what might be going on would be apreciated.

mileage is kind of a playing factor. Its possible that the timing belt is original, and one of the tensioners gave out, giving slack in the timing belt and allowing the belt to junk off timing a tooth or two.
 
Go back to your basics: Fuel, air, spark. All are required at the correct time. YOu're missing at least one.

Once you figure that out, you'll probably fix it.

At first she had weak spark in 2cylinders.So I changed the plugs and that fixed it.Its getting fuel.
Im starting to think maybe its a sensor somewhere.
Like one of the air intake sensors.
 
If you have spark, fuel, good timing belt, and are certain the camshaft/crank timing is correct (per Ford service manual), you may have lost compression due to fuel flooding the rings, try taking out the plugs and letting the engine air out (fuel evaporate). You could have a blown headgasket, run compression test. If you had a couple of weak cylinders, it should still run though.
 
I already evaporated.I did it when I changed the plugs.
I wish i had a ford service manual.
This is how i checked the timing.
I put the little notch on the crank shaft on the hump on the oil pan.\
Then pulled the valve cover off and sat a straight edge in the timing marks on the camshafts.
That is correct isnt it?
