Are these tires too small?

YES, spend the extra money and get bigger tires. 215/45/17 is the minimum I would go.

Tires smaller will make the wheel wells look huge. Plus a 205/40 is gonna have a really harsh ride for everyday street use.
 
I found a couple rim and tire packages I am interested in but, the tires seem small. The tires are 205/40/17 (car) are these too small. The packages are below. Has anyone heard of KOBE or AZUL?

I bought a set of Kobe KAM-5 wheels from WheelsNext. The 205/40/17 is definitely too small, the wheel well gaps looked enormous and I ended up bending one of my rims on a pothole.... After I get that fixed (good thing I bought the Road Hazard coverage on the rims for 2 years) I'm planning on buying some 215/45's (same outside diameter as the stock 205/60/15's on my car right now according to The Tire Rack's website) or 225/45's for the extra sidewall height and hopefully much better ride....
