Contour Intake contraption that I never seen....

Hey everyone, have you ever seen this?

It looks like some type of silencer. Possibly to alleviate “moosing”. On my car and most other Contour's I have seen just has one hose going straight to the IAC. What do you guys think?

That is one of the factorys early attempts to cut the moose noise. Basically that is a muffler or baffle to cut the "whoot" noise that sometimes comes from the IAC valve.

If you have it, leave it alone. It doesn't hurt anything and may help. If you still have some moose noise from time to time, try cleaning the IAC and consider doing the throttle hang fix to help minimize it.
 
I think there may have been more than one iteration of the "bag pipe" contraption. My E0 came with something like that as far as I can remember. When nearly new I applied a TSB fix that included a new hose and IAC. It was done under warranty and I made no attempt to retain the old parts. I was chasing a noise at the time that turned out to be from the power steering pump. I had not experienced the moose noise at that time, only the power steering noise.

Crown Victorias and Town Cars had a similar problem and the TSB cure for them was a muffler type thing added similar to the "bag pipe".
 
The 98 I had has all that equipment, my 00 does not.

My 98 never moosed, my 00 does on cold startups with regularity.

It looks a bit goofy but I'd leave it/use it. I also did the throttle hang fix to my 98 and it responded well to that little tweak.
