When you clear the codes (weather with a scanner or by removing power, the PCM resets the vehicle monitors to 'Not Ready Status'. I believe NYS inspection now requires that 7 og 9 monitors must be in 'Completed' status.

Each one of the monitors has specific requirements (driving cycles) that must be met before the monitor will run. The reason NYS uses any 7 of 9 monitors, is that some driving cycles requires some ambient temps above 40 degrees before they will run, which just isn't gonna happen during this time of the year. (I believe some manufacturer specific scan tools with bi-directional control can force some of the monitors to execute.)
