If you just replaced the brake pads,
when you pull on the EM Brake, does it hold ?

You may have to stop on the brakes a few times to give the Rear Calipers a chance
to adjust the EM Rachet inside them.

Pulling a few times on the EM Lever is suppose to help them adjust as well.
You have to pull it as far as it will go, and then fully release it.
Think of it as a handle on a come-along.

Also make sure that the EM Cables are all lubricated,
and they are not sticking.
You may end up replacing the EM Cables if they are stretched or frozen.

Are you a religious EM Brake user ?
If you aren't then your cables may be frozen.

If you don't use the EM Brake, moisture gets inside the cables
and corrodes them solid. Using the EM Brake all the time
helps to break up the rust and corrosion and keep the cables free.
