Its most definately a EMP Field of mass proportion.
My guess is that the "top secret counter measure" is a very strong EMP field that causes the explosive material in a device to act as if were hitting something, thus the explosion.
If any one has played Deus Ex or Deus Ex: Invisible war, there is an augment that can be installed that does just that; stops a projected explosive device(mainly rockets) at a certain range w/ each level increasing the range of the "field."
Its a guess.
