Rear brake lock up

I searched and had no luck with my specific problem.

Car is a 98 csvt, no abs light on dash, brakes work fine during normal operation. If I bury the brake pedal in a panic stop situation both rears will lock up. Does anyone know why and how I can get them to stop locking up?

Panic stop scenarios are not that regular (thankfully), but things like autocross prove to be somewhat challenging.

I've changed the rotors/pads and bled the brakes to no avail.
 
Sounds like the abs system has an issue even though the light isn't on. Maybe the bulb is burnt out and its actually on? I would take it to a brake shop and let them hook it up to a scanner. Maybe another ceger will chime in with some words of wisdom.
 
How are the fronts doin. If your fronts are under worked then your rears are used to heavily when the rear axle is unloaded during a hard stop resulting in rear wheel lock up.
