Correct, you need atleast 17 inch wheels to clear the 13 inch brakes
The Baer 13" kit needed longer wheel studs and ~1/4" spacer to work with the 17" FSVT wheels.
I was going to make these brackets as well...but never got around to it. If you can buy these adapters from Baer the work would be almost done.
The Cobra and the Baer calipers are identical PBR calipers...notice the difference in the carrier brackets for the Cobra and the Contour. The Contour carrier bracket is the same but has been cut off and then 2 new holes drilled and tapped. You may even be able to get these from Baer if you do not have the ability to make the mods yourself.

If the adapters and carrier brackets are available from Baer, the hard part is done...then just pick up some used cobra calipers off eBay and buy some 13" rotors. This a very doable mod if you have the ability to make/mod your own parts and if this kit is produced you can't really beat the price either since the Baer kit will cost you ~$1200.
