713 is the "predominant" code, for the downtown area. I'm not saying it covers the most AREA.. but it has the most populus within its region. (since it is centered around the downtown area, there are obviously more phones/people using them)
281 would be second, with 832 being relatively new, and not as widely used, yet.

The 713 is the original area code. All numbers outside the beltway are 281. All cell phones since like 1998 are 832.
