12 volt outlet always powered???

I've got a 2000 Contour SVT with a car pc install. I'm currently running my lcd off a cigarette lighter adapter. I've been noticing the little red light on the plug is staying on when I turn the key off on the car. I'm guessing the 12 volt adapter is not wired to an accesory 12 volt? Rather it's straight off the battery? Is this the same in all your cars as well? I just want to be sure that's normal and the fellow I bought the car from didn't mod his 12 volt outlet. Thanks.

(Think I may have found my battery drain issue.) ;-)

Yes, cigar lighter circuit is an "always on circuit" (key does not have to be in "accessories" or "on" position for cigar lighter to function).
