Throttle Hangs Up

1995 SE 2.5 with mtx.
While parked and reved the rpm's always return to normal.
But when driven, the rpm's always stay at the last highest rpm before I shift.
I've been downshifting in order to lower the rpm's.
My understanding is it could be the IAV (idle air valve), TPS (throttle position sensor) or a CIS (clutch idle switch).
I have tried 3 'good' used IAV's but no luck.
What's your best guess.

Actually I'd like to get a CSVT sometime.
However I need to decrease my inventory and get back to work on my 68Cougar.
I usually get gas at Sheetz and always use premium.
Here is my 95 SE with 17's.

Me keepee Contour.
try sonoco.. so gas stations have water color gas and some look yellow.. if it looks clear dont buy it. that has givin me throttle hang.. when its yellow i dont think ive ever had a problem... i ride quads and have a clear jug to fill so i can see the color.. my quad runs like crap if i use the clear gas.
