EGR Code

I'm getting the P0401(Insufficient EGR) code. I recently bought the vehicle from Reebs and he replaced the EGR valve & DPFE. The code just came up, so it seems the installation was fine. Can the code be caused by anything else?

VPWR open to EGRVR solenoid? What? Anyone want to help out in laymens terms or give me an idea on the most probable problem?

Most probable is blocked passage between EGR valve and intake.
Second is loss of vacuum to the EVR.

VPWR open to EGRVR solenoid?

No vehicle power going to the EVR soleniod. The EVR is the black round thing on top of the hand (top offset left of this picture).
