Is it true that the CSVT has a lowered and stiffer suspension than the normal V6 Tour????

The SVT front springs are the same as the 98 and newer non SVT V6 Contour. The SVT rear springs are the same as the 98 and newer non SVT V6 manual trans non SVT Contour. The rear struts are the same as the non SVT. The front struts are the same on the E0. The front struts are stiffer to reduce lift on acceleration and dive on braking on the E1 and newer SVT.

I installed the later SVT struts on my E0.

The ride height of the SVT is the same as the non SVT. The SVT body kit makes it look lower.
